In October of 2015, California Governor Jerry Brown signed a bill that authorizes the creation of a new working group. The group will address the steps needed to restore the sections of the Los Angeles River that are below the city limits. The bill stemmed from Assemblyman Anthony Rendon's personal experiences in kayaking along the restored areas of the upper river.
Having seen the pleasure that local residents have received from the river and its surrounding parks and trails, Assemblyman Rendon came to the conclusion that people living along the lower river should have the same opportunities. The working group will update the existing Los Angeles River Master Plan to include revitalization efforts for the lower river area, where natural recreation opportunities are currently in short supply. Funding is set to come from Proposition 1 of 2014, while the Rivers and Mountains Conservancy will provide staffing.
